CB500 front wheel alignment trouble

Greetings, folks!

I am having issues aligning my front wheel on my 71... the tire rubs badly on the fender bracket of the left fork (stock front tire size). looking straight at the bike from the front, you can clearly tell the wheel is tilted on it's axis. I've had the front forks apart to replace my fork seals and everything appeared to be in good condition. 

this morning I loosened my triple tree and front fender. next, I applied pressure to the front wheel pushing it in the direction it needed to go. The left fork compressed a little as it should... the right fork did not move. I tightened the triple tree and front fender while applying sideways pressure, and the front wheel simply bent back to where it was after letting go. I also pushed the bike up against a concrete wall and applied downward pressure on the front suspension about six times with the triple tree loose. no change.

I do not feel any play in my front axle or wheel bearings. the wheel has always been pretty darn true and lateral runout is minimal. Not really sure where to go from here...

It must be the front axle mounted wrong, flipped. Or a misplaced spacer.

That was my feeling... but flipping the axle around didn't help the alignment. I confirmed the axle installation with the service manual diagram, so it should be correct. with the front fork caps removed and applying pressure to one side of the wheel, you can see how the axle drops down a couple millimeters from it's seat. this is my first time dealing with an alignment issue. the problem has actually been present since I purchased the bike  :-\

it is indeed. no rubbing on either side of the axle components

 I would suspect a bent fork tube, loosen the triples with the bike's weight supported (maybe on the center stand and a jack under the motor) and rotate the chrome tubes to see if they wobble.
