Sticky Throttle???

Recently replaced my gummed up throttle cable with brand new ones, lubed both push& pull cables really well.
When the motor is off, throttle feels so light and returns crisp like a champ!!
But...When the motor is running, up to about 1/8 to 1/4 turn, throttle doesn't return  :-\
I played around with the cable free play and I found it to be "least sticky" at almost zero play.
I felt like maybe it's the shaft spring so I even sprayed some lube on it too but nothing changes.

Any ideas??

pull the tube off the bars,clean dry and use graphite powder,ya just gotta find a balance between the push pull set up.
