ok so the 78 750f has a black engine and mine doesn't look so good so my question....what is on there from the factory, paint or powder coat?
what should i use to restore?

It was paint, not powder coat. I would not use powder coat on the engine, as it makes the coating thickness too big and becomes insulative. Not good for an air cooled engine that is required to rid heat from the surface.
I never knew exactly what paint Honda originally used though. I do know it was very thin, and aluminized on the silver engines. Powder coat didn't really become popular til about 20-25 years ago when the EPA and other agencies were mandating low VOC coatings, and low emissions from painting facilities. This made paint products so expensive that powder coat could compete and be profitable.
