cb 750 kickstarter jammed?

I am considering buying a cb750F project. the seller describes a problem with the Kickstarter as follows: "I went out to the garage about 6 weeks ago and tried to kick it over and the shifter gear got stuck in place. I don’t believe the motor locked up on it just from sitting. I’ve looked up a couple threads on how to get the starter gear unlocked and there’s a few different ways to do it. Last one being taking the engine out and tearing into it upside down"
I have never heard of this issue before-Is it common?
I have not had a chance to inspect the bike in person, wondering if it is worth the trip.

When inspecting the bike prior to purchase maybe try rocking the bike back and forth in gear to see if that frees things up.

that's what i was thinking. I was going to pull the plugs and do that to make sure it isn't stuck.  owner doesn't seem to know very much about bikes.
