PD-42A - removing throttle shaft from #2 carb

I'm breaking down a spare set of carbs to clean and store for spares.

Trouble I'm having is that the throttle shaft is trapped in the #2 carb body by the throttle cable pull and the idle stop plate.

The idle stop plate has a roll pin keeping it in, the throttle cable pull/wheel has a set screw.

The set screw is all messed up, at least the head is malformed and I can't get a hex key in it, the roll pin is for all intents and purposes permanently attached.

Which one to remove - the set screw, probably either drilling it out or using an easy out to remove it?  Or the roll pin?
I'm not having much luck getting the roll pin to move, which I assumed would be the easier of the two.
