what are the odds that this seizure of mc's was a way of the chinese govt getting a large amount of scrap metal (aluminum- magnesium etc). Is this a stupid idea?

I was in Shanghai last summer, and you never NEVER see a Jap bike.  And very few Jap cars.  The Chinese and Japs hate each other, or at best just "tolerate" their presence.  The dominant car over there is VW. Weird.

need side panels for a 78 750f
wonder where could i go

Not sure this post belongs, but the only answer that I'm aware of is David Silver Spares www.davidsilverspares.co.uk, They have them in the Pattern Parts listing under CB750F2 SOHC.  No one else seems to make a reproduction and NOS is out of the question.  The Right side is available lots of places as it was also used on the K's but the Left side is unique to the 77 & 78 F's.

Note that the Times accepted, without question, the official reason for the ban.  Guangzhou, the city in question, has a very high per capita income for China, and a very high rate of motorcycle/scooter ownership.  It's not hard to imagine that Chinese leaders wish Guangzhou to be more like other Chinese cities with their reliance on bicycles and public transportation.  Note that motorcycles and scooters were banned in other other cities, including Shanghai and Beijing before consumers had the purchasing power to afford them.

Hooligans in Guangzhou are known to use motorcycles as getaway vehicles, and so, the official reason becomes more palatable than telling everyone that the leadership doesn't like how noisy and chaotic Guangzhou is becoming.  "It's a crime fighting operation!  We're fighting crime!"  Scrap metal might be an incentive for the ban; however, owners are being compensated $100-200 for the bike plus $8 for scrap value.

Questioning an official statement is not the same as rejecting it outright simply because it is an official statement.  A mistruth -- or lack of complete truth -- as perpetrated by the government or corporation does not -- in and of itself -- rise to rise to the level of a conspiracy.

Theory One
Were this to be conspiracy theory as promoted by American theorists, we'd first look to the potential benefactors for this ban.  First, we have the bicycle manufacturers.  They must be the culprit because they have the most to gain by such a policy.  There are only a few bicycle manufacturers in China; therefore, their owners must have conspired and used their influence (China is a country that runs on bicycles), in addition to bribes,  to cause the ban.  Guangzhou is one of the most prosperous in China; therefore, it is the perfect place for a ban.  Its residents have the cash to replace their motorcycles without delay.

Theory Two
Nevertheless, it could be a conspiracy perpetrated by car manufacturers -- for many of the same reasons above.  The car manufacturers, in collusion with governmental officials, had desired to switch the relatively wealth Guangzhou residents from scooter to car ownership in much the way that the tire and bus manufacturers eliminated trolleys in the US (a true conspiracy).  German vehicles are very popular in China, and we can assume, given German intransigence concerning international mandates, that German car manufacturers would be ready with a bribe or two.  Also, during the rise of capitalism in their country, Chinese citizens have heard the official drumbeat of the dangers posed by criminals and bandits.  What better way to disguise greedy motives than by blaming bandits?

Theory Three
The true reason for the ban is that Chinese leaders fear mobility of its citizens. The primary levers of transportion -- bus, train and foot -- are under control of the Chinese military.  Motorcycles are ideally suited for transporting potential resistance in one city to join another, especially because motorcycles are not limited to roads in the same way as automobiles.  To Chinese officials, possession of motorcycles, ironically enough, poses the same type of threat that firearm ownership would in other countries.

I know that the US, and possibly the CIA, are to blame; however, I haven't yet figured out how.
