Trouble Starting Bike

Just did a full engine rebuild and have gotten to the point of starting the bike. It’s been a couple years so my knowledge is a little rusty. The bike is a 1976 CB550F. I’m running a Dyna S electronic ignition and I just installed that and set up the timing using a test light.
When trying to start the bike, it will backfire, sputter a bit, and then spray fuel out the pod filters. It doesn’t even really try to start with or without the choke. The overflow on each carb started draining as well.
Could this just be stuck floats? The bike sat for about a year and half since last time I started it. Carbs have been cleaned and bench synched.
Could the timing still be off?

Sounds like the timing is 180* out.

Confirm TDC for cylinder 1, then set the ignition for that side (1/4). Then try and start it.
