there is a super awesome PDF you can download from a few places on the web that is free and gives really detailed step by step instructions on this particular carb rack.
As for this measurement, it's the highest point of the float, or, if you imagine the carbs hanging from the manifolds on the bike, it's the point of the float that touches the liquid first, because as the liquid then rises, so does the float, and your measurement (on all these carbs) is to be in charge of precisely determining WHERE that happens, and that it happens identically in all 4.  Capeesh?
I recently restored and sold a 77 cb750f, and am nearly finished with a (former basket case) cb750k5.  This is a place to share, learn and enjoy.  I am grateful to and for 99+% of this site's membership.

For illustrative purposes only.  Your carb will look different, but the measured planes are the same.

I know I'm a little late for this post but where did you find your float height? 14.5mm? As in what publication/manual.

Just do this and don't worry about measuring. This is WAY more accurate no matter how carefully you measure. Your carbs may differ with the drain screw but the principal remains the same. Hook up your clear tube to the drain and turn on the gas.
