Preparing Frame to Paint 500 K0

When removing rust from a frame, is it better to feather in to the original paint, leaving as much original paint as possible, or to remove all paint and start fresh?  About 1/4 or less of the surface area needs to be taken down to metal and feathered.  I will be using a media blaster to remove the rust.  I plan to repaint the entire frame.  BTW, does anyone have a favorite media to use to remove rust from a frame?

I usually figure the original frame paint is tough as nails, so if it does not get all sanded off in the prep process, i just paint over it.
If it works good, it looks good...

I remove all the paint using a sandblaster. HD has a 96lb bag of stuff called Silica Sand that works very well. It's fine enough to not clog the gun and has sharp edges to cut fairly quickly. It'll probably take 2 bags to do a whole frame (as I recall). I spread a tarp and reclaim about 50% of the sand for reuse. The rest becomes part of the yard.
Blasting is waaaaay easier than anything else I've tried in the past.
