Ignition timing..is this normal?

So going over everything before I start playing around the carb jetting.  Right now the bike idles at 1500rpm, any lower and it stutters and will shut off if I give it gas.  The bike runs but it will not go past 4500rpms in all gears but will rev past that in neutral.  It feels maxed out at 4500rpm and won't accelerate any more.  So starting to go thru everything I set the static timing and both 1/4 and 2/3 F marks light up correctly.  I tried using a strobe light and I notice the F marks are off for both 1/4 and 2/3 but the advance marks are hitting the mark.  Is this normal?  If I adjust to the F mark using the strobe the advance no longer lines up.

It’s obviously best for both the marks F and || to line up but if you can only get one, the || is what matters. What bike and what’s your intake/exhaust set up? I don’t want to jump right to carbs but it’s pretty popular to buy aftermarket exhaust and to switch to pod filters. Both would require rejetting the carbs.

Delkevic 4 into 1 exhaust and Steel Dragon breadbox airbox. It’s been jetted but just not running great so just going through everything again on my own.

If there's difference in timing (ignition) between idle and at full advance, in most cases it will be due to an incorrect breakerpoints gap. Timing the ignition should start with checking the breakerpoints gap. Quite often readjustment of the gap will be enough to have the timing spot on again. The use of aftermarket breakerpoints could also be in play however...

Forgot to add..I'm using a Dyna S ignition.
