The reason for different sized holes is the small ones have just 6mm bolts that go through fender and caliper bracket to hold both, the large ones have rubber bushes and top hat collars to bolt direct to leg same as at the ends of the stays.
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

The bottom caliper mounting bosses (the 8mm bolt holes) are not symmetrical from the left fork leg to the right. The right side sticks out 3mm further than the left, probably to accommodate the 3mm offset in the rotor mounting surface of the hub, in case Honda decided to add a second rotor? It now occurs to me that reversing the forks can cause binding of the brakes; mounting the right side fork and brake on the left will position the caliper in 3mm too far against the rotor, and the left mounted on the right will position the caliper out away from the rotor.

Thanks, that last photo explains everything.

Not sure if this makes sense but, is this the logic?

1. Assume working twin disk setup with calipers in front, RH disc inset 3mm as designed due to hub.

2. Slide tubes from triple tree, rotate 180 degrees including wheel and insert into triple tree - calipers now behind forks nothing changed except tach cable on wrong side.

3. Reverse wheel to put tach cable to RH side. 

4. Shim calipers to suit disk to fork offset.

To mount the right side fork lower on the left side of the wheel, you need to either shave 3mm off the lower boss, or shave 3mm off one side of the "head" of the caliper mounting pin. The left side fork on the right side of the wheel will require 3mm shims under all three caliper mounting bolts.

I think I've got it worked out
