Anyone familiar with M-relay+?

Bought the M-Relay+ 2 years ago, and just now getting it installed.  I wired red to 12v battery (fused ignition circuit) and black to ground, as the instructions dictated.  I have power on all other M-Relay wires now.  Left/right in, and left/right out all have 11V.  The only wires hooked up to anything is red/black for power/ground.  Is this just a bad relay?  Or am i being dense?  The weird part is i thought at least the lights should be always on then.  im attempting to install incandescent turn signals with it (it says its load independent min 1W)  and they wont light up with that 11V coming out of the relay when connected to ground.  They do light right off my 12V shop supply.   Wasted a whole night already with this

Im running a 1974 cb750.  Its not an m-unit, its just the M-relay+.  It replaces the stock flasher relay when used with M switches.  ( or any momentary push button switch ive gathered).  Literally only hooked up power and ground to this relay and its "always on".  The instructions suggest (logic does too) that the output wires would only be hot when the input wires are switched to ground.  Theyre just all hot, all the time.  I emailed motogadget, but just checking if anyone had prior experience with these

Thats how it is wired currently.  I meant "always hot" when the key is on.   Red from relay is hooked to the black wire that would normally power the stock blinker relay.  That is fused and switched.  Black wire for the relay is hooked to green that would normally ground the blinker relay.  Verified that wire has good continuity to battery ground.  Then every other wire on the relay has voltage present with the key on.   It doesnt seem like there should be any voltage present on the output wires of the relay, until i ground the inputs like it says.  Motogadget responded and said i cant check voltage because it's all semiconductor, but I dont understand i guess.

Thats the real question.  The switches arent wired in at all yet.  Theres nothing wired at all to the blue and yellow input wires of this relay, or the green and white output either.   The blue and yellow input wires are literally in the air completely open.  Yet I have voltage on the green amd white output wires as if the inputs were already connected to ground.  Maybe I'm just thinking about this completely wrong.  I thought a load independent flasher relay, whether mechanical or semiconductor, should be normally open (no voltage) on the output wires/terminals.  Until the condition is met to close that circuit (in this case, shorting the input wires to ground).  Otherwise the lights wired to the output would just be always on.

Ill check that as soon as i get home in a couple hours.  Ill just momentarily connect the left blinker input wire to battery ground, and see what happens on the left blinker output wire.

So just in the interest of saving anyone else time that may happen to use on of these in the future, just ignore everything you think you know, and wire it exactly as instructed lol.  Voltage will be present on all input and output lines all the time, but as soon as you short the input to ground, it will work to operate the lights on the output.  I dont know why or how, but I guess thats irrelevant.  Thanks for the assistance
