Was my frame number changed?

There's surface rust in various parts of the frame but is the surface rust and scrapes around the numbers a sign that maybe old number was removed?

That would be a difficult job. The numbers look original... and the damage caused by filing off the old numbers, welding in and smoothing a new surface, then restamping... would almost certainly look worse than that. And why? The trouble wouldn't be worthwhile, titled frames are not so hard to find if someone is trying to disguise a stolen bike.

maybe compare the actual stamped numbers with another known to be good frame, the shape and spacing of the digits would give you a clue. those digits don't look like the sort of shape that you'd get with a set of home use stamps. also they appear to be in a nice straight line with even spacing,something thats usually quite hard to achieve by hand

also that 'graze' below the dash in the number looks to be the right shape and place for having had a cable rubbing on it for years, takes the paint off and allows the nasty rust gremlins to get in
