80’ cb650c BARELY charging

My 1980 cb650 is barely charging. New rotor just installed. Reg/rec works battery fine. I’ve checked resistance in the key switch and fuse channels all normal. Wiring is solid. V drop tests are normal. Hoping someone can point me in another direction. Thanks, respect.

Explain how you determined the Reg/Rec "works" and that the "battery is fine"...

Because something obviously isn't "working" or "fine"  ;)

Right, I checked resistance in the reg and it checks out fine also it’s not overcharging. I can’t get it over 12.5 V and that is at 5k rpm and above. The battery holds charge at over 12V. Maybe they’re aren’t fine what are you thinking?

I'm thinking you need to start with the battery.

Charge the battery fully with a separate charger. Let it rest 2 hours, then measure the voltage across the terminals directly with a meter. What is it? It should be at least 12.6v for a lead acid, uptimes to 13.2v for a lithium.

If the battery checks out, then it's time to test the Reg/Rec and Stator. But start with the battery because any tests performed with a suspect battery are unreliable.
