#2 carburetor and 3 spigots go where?

The #2 carb has 3 spigots.  One is fuel in, the 2nd goes to the throttle opener and a 3rd just above the inlet spigot goes where???  I looked and looked and asked Honda mechanics and no one can explain this 3rd spigot and its function and where it attaches??
