Why is this sprocket and washer not wanting to line up

I'm having a weird time getting this to line up again...why is this not wanting to line up?

There is a slot machines around the circumference of the shaft. The plate must be in it to rotate so the boltholes line up. The sprocket should slide in and out on the shaft so you can get the washer in far enough.

 Yep - the sprockets not on far enough. The plate should spin in the groove to easily align those bolts.
