Many, many threads here on that.  First question is have you rounded off the bolt head yet ?

10mm head type is tough, with the aftermarket "big nut" ones you have more torque possible... but owners tend to really overtighten them.
It corrodes onto the housing face and the bore outside the o-ring. The threads are not going to sejze, soaked in oil.
Try heating the filter case end around the bolt with a propane torch, not red hot but sizzling a bit. Put an ice cube against the bolt head for a few seconds and try a wrench if the had is ok, visegrips on the flange if not.
If it is super stuck, weld a largish nut to the head. The heating and the better torque possible should get it off.

It's a 12mm head. Make sure you use a 6 sided socket, not a 12 point. If rounded I filed one down to 11mm and banged on a 11mm six sided.

If you have access to a welder, don’t waste your time with anything else. Weld a larger nut on it and have it out in no time.

And yes, many many other posts on this topic you can search for for other ideas. Including one member who said they were trying to heat it with a match and it didn’t work...

+1 to Dave’s “Weld it” comment. The heat of the welding helps, let it cool before twisting off.......

This problem is a right of passage for vintage Honda owners.

My worst case scenario was that I had to use a big freaking hammer (BFH) and a cold chisel to remove one. The flange on the bolt head is quite thick and provides plenty of room for the chisel to bite without damaging the housing.
