Caliper shims for 1981 CB650C

Are the caliper shims shown in the diagram always needed or only if there is rubbing? The calipers that came on my bike that I’m rebuilding did not have them. It would be item 15 on the diagram.

They are supposed to stop the pads rattling and brake squeal but brakes will still work without them.
