Looks like if you squeeze the brake handle it will release the brake.  Probably an anti-fatigue device in case you fall  asleep while riding. If you let go then the bike stops......good idea!😳

i've sen a  hyosung with the rear caliper attached with cable ties, now that was some lightweight performance modifications, bolts are so yesterday and so heavy
