Strange find on starter gear

When I pulled the starter gear out of my case I was surprised to find heavy tape (almost like instant airframe) on both faces of the cogs. I removed a lot before taking the picture, but strands of the tape were hanging off the gear, which I assume is not normal or good for the internals. Any idea why this would be present?

I'm deleting the electric start, so won't be replacing it.

What bike was this on?
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Never seen anything like it before, only thing i can think of is a po had some info written on it.
If that is the intermediate gear you can leave it out but you have to fit the one that goes into the starter clutch
