Cb 550 Coil pack not firing 12volts out of one side

So as i finish up my wiring(creating new harness for the whole bike from scratch) i fire up the bike and notice #4 cylinder not firing but #1 cylinder is. So i move the coil pack to Cylinders 2&3 and the problem follows it. When i read voltage with the multi meter one side of the coil(cyl 2) is giving out 12v but the other side(cyl 3) gives out around 10 +\- .5. Everything is brand new from breaker points to condensers to brand new magna 5 ohm coil packs. All new plugs and wires. Any idea on how to fix that voltage? Im using 14 gauge for my electical. Each coil pack has its own powered switch from the battery with 30 amp fuses.

Are the plugcaps OK? BTW, I don't understand your readings at all. What terminals did you test?

The coils should only be drawing 2.4 amps peak. A 30 amp fuse is enough to let the whole bike burn down before the fuse blows. Maybe consider at least a 7 amp, for some safety margin?
