I paid 20$ for their 300042 rust soak gallon. I am a small wholesale country store supplier , that's my cost .

That's comparible with the lowest retail price I found for the WD-40 product ($21.50 at WalMart.com - "the last place to shop").  Amazon will sell me a gallon of Evapo-Rust for $17 - and if I buy two or more, they'll ship them for free.  I can't find any local retailer which stocks either product...

I have bought EvapoRust off the shelf at O'Reilley's.

Their website says they have it in stock at my "local" O'Reilly's - quite a bit more expensive than Amazon.  I like to buy local, but at $10 more per gallon... I don't feel too bad, they get my business for other stuff...

I know evapo-rust is meant to be a long soak, and that they sell a "gel" formula which sticks to surfaces... but is there an effective way to use the "regular" stuff to cut the rust that forms on the outside of the tank, including the petcock fitting and where the gas cap screws on?

A light phosphoric acid will work.  I use this stuff.

Add, I don't know what it will do to aluminum but it takes light rust off of steel real quick.  You could probably use a Q tip to apply.   I can spray it on a big sheet of steel that is brown from rust and the rust wipes right off.

Hmm... I can readily get my hands on Ospho - "OSPHO is a balanced formula of Phosphoric acid, Sodium Dichromate, Surfactants, and Extenders..."
