Wheel trueing.

Hi! Is it necessary to remove the tire to true the rim? If I let all the air out there's no pressure on the rim, will that be enough? New spokes are installed and I thought I have it true but upon further review not so good. Thanks, Cliff.

 It should work if you have a good rim band.. and soles were not all nog and ground off.
If they were all grind off, something may get pokey when adjusting  or after.
