I'm pretty novice in electronics but couldn't help daydreaming of such a combo switch so the lights would only work during certain light and motion thresholds to have lights only work at night and while moving to reduce draw on the battery. A master switch would be to close the circuit completely as is stock. Is any of this possible?

I'm sure it is, but I wouldn't do anything "automatically". You could scare the $h!t out of a cager if there was any delay in coming on.

The tried and true thing is to go LEDs for all the running lights, with an electronic flasher unit.  You'll never charge at idle, no matter what you do, but LEDs help a bunch.
Go metric, every inch of the way!
