cb350f fork assembly HELP!

Rebuilding my front forks and like an idiot I didn't take a pic.  I have the service manual but it doesn't seam to show where this small piece goes.  Is this on correctly?

Thanks!!  After much searching I found 1 youtube video that had actually showed it and I think that is the right way!
