I would assume. And its not what you paid, its what they deem the vehicle valued at. KBB, NADA, or your bill of sale, which ever is higher.

Yes,
I did the VT. registration online from out of state and I claimed low book value for my Honda which I purchased from another state(the original paper work was gone which is why I got such a great deal)and the State of Vt. accepted my tax payment.They do require you to pay sales tax..

 I wouldn't mind tax on what I paid or low book value.  High book value on a K0 might be a deal breaker. lol.

That sounds about right,I did the Vt. reg back in 2016'.I thought it was a great deal to get a vintage bike back into the System.That was the only option I knew of at the time and it worked.
I bought an 82' GS450 and a little 82' CB125 from a seller in Mi. in 2018'. He is experienced at finding low priced Japanese bikes and having no problem with going to the Mi. Secretary of State(their name for the DMV)and using a Bill of Sale to apply for titles.I recd. Mi. titles for both of them. The Detroit,Mi. area has lots of vintage Japanese motorcycles sitting abandoned on properties(and in garages/out buildings) of former autoworkers,where they left town and this man spends most of his time scanning CL looking for old bikes,most of them rusty..

I know this is an old post, but I wanted to ask a follow up.

I'm considering going this route to get the Vermont Reg and plates for my CB550 I purchased from a friend who lost the title. The website tells me that I need a visual VIN verification since my bike is above 550cc.

Has anyone run into this issue? Do they require that or is it waived for out of state residents or based on age of vehicle?

500cc and above requires it. It's a form that can be filled out by local law enforcement.

But if it's your friend that lost the title, you can probably just file for a replacement Title copy, it'll be cheaper and it'll get mailed to your friend. Then you'll have a good Title to transfer ownership with.

I haven't run into that but I would call the phone number for Vt. DMV, even if it takes many different tries at all different times to confirm by phone.Have their DMV forms printed-out and in front of you when you call,keep trying to confirm.I needed to just confirm on the out-of-state thing,it was a couple days before a live person answered,but they did,and answered me in a courteous way.  :)
A visual verification is easy,just call your local Police,they'll send an officer over to look at the frame number,sign a form:your 'good to go'  :)

Only if his friend had transferred the title. I have bought several bikes that were projects given up on by others who then gave me the title still in the name of the owner before the seller. Sometimes the project gets stalled for a long time and the title gets lost and the person you are buying it from isn't the registered owner.

VT loophole still works.  Yes, VT never issued a title; but you will still get registration and plates.  I sent my forms back in late March and got them in mid April.  It got sent back once because the tax was incorrect.  Make sure you uses the NADA value and attach a printout of the NADA value.

From here, it depends on your state/insurance, some states/insurance will let you ride with the VT plates.  Otherwise, you will have to go to your DMV or Notary and have them make a title.  I live in PA and it seems like out here they don't care.  Nobody has stopped me, but if they do then I will go to the notary and get it taken care of.
