Do I follow Clymer manual instruction on pilot screw setting

81 CB650
I finished disassembling and cleaning carburetors. I am now reassembling.
My Clymer Manual says put the pilot adjust screws the same number of turns out as I found them.
#1 = .75 turn.  #2 = 1 turn.  #3 = 2.5 turns.  #4 = 3.75 turns.
This seems like too much of a difference between carbs.
Should I just set them all to something like 2 turns?
I have never heard this bike run. It has 10k miles on it and been garage stored since 1993.
The limiter caps were on all 4 adjustment screws.

 I would assume someone has adjusted them since the factory and reinstalled the caps. I'm not familiar with the 650's but a guess would be 1.5 turns and adjust from there.

Sounds good. I'll set them all at 1.5 turns.
Now, how do I get the limiters off?
