Just tighten it properly and that 12mm hex head will be more than you need. You want to tighten it enough to just have the oil filter housing contact the engine case face, so the O-ring is compressed, and just a little bit more to snug up the bolt. Some grease or anti-seize on the bolt between the hex end and the small O-ring helps avoid corrosion that may seize the bolt: past that O-ring is your engine oil, and nothing in there will be corroding.
Aftermarket filter bolts are sometimes not so good: I have encountered the bypass valve with a weak spring, a too-strong spring, or even mis-assembled to either bypass all the time or be unable to bypass. Use a genuine OEM one.
