836 KH grind cam, 1973 sohc jetting issues...

hey guys I'm a new honda owner and I have been looking through the threads.. cant seem to find the answer to my problems. So i bought a choppered 73 sohc 836 w/ a kenny harmon d grind cam, coils are new, points ignition are new and gapped/timed properly... carbs have been cleaned multiple times (in the process of trying to tune this thing messing with needle positions and main jets/ floats i have had these carbs off atleast 17 times) lol. im not sure what the exhaust on it is but its like a crossover 4 into 4 where cyl 3 crosses over 4 and 2 crosses over 1. super short and loud. i have pod filters as well.
the issue im having is at around 6-7k rpms (not sure because of tach) my bike will not accept anymore throttle. it's like it just wants to lean pop and stutter out of the exhaust until i bring it back down a bit. my max speed on the highway is about 85 mph. my problem is it does this in EVERY gear... if it was just 5th id be cool with it because i dont care about riding 90 mph on a hardtail anyways. ive maintenanced my advancer it works properly and fires at the correct advancement mark.. ive adjusted needle jets ive went from a 125-150 main. i have done spark plug readings and all of them have a tan chocolate color.. hondaman mentioned drilling out emulsifier tube holes on another thread i was considering but before i do that does anybody else have any ideas? charging system is seems fine, battery hasn't gone dead on me and ive ridden it quite a bit since i've had it. i've tried rerouting the fuel lines. if anybody has any ideas i would greatly appreciate you input.. thank you! starting to get desperate here as i have spent the last 6 weekends messing with this thing.

 Check your pod filters where they meet the carbs to see if the rubber covers the brass air inlets. Some of them do. The tuners here will ask about checking plugs at various rpm ranges. Some guys have decent results tuning the breadbox air filters. I got some help rolling plastic from an oil bottle into the inside of the filter area nearest the carb to straighten the flow and create a bit of vacuum. In the end I had a stock looking bike and went stock.

thanks for your response don, i have noticed without the filters on it it does run better, also i am at sea level.
