Use washers when replacing motor screws with stainless?

I had to replace the leaking pucks in my CB750, and want to replace the top-end screws with stainless Allen. Do you use washers under the bolt heads?

The instructions that come with the screws I bought say to use the correct anti-seize paste.

the bolt kit that I bought came with washers for all bolts because the allen head is smaller than the flanged bolts. If it's flanged I think you need a washer.

I use the stainless washers with those, mostly because the heads are smaller and can ding up the faces of the screw holes.
