Carb problem

Hi
I've just rebuilt my CB750  k including the carbs. She started up no problem, but couldn't get her to idle,revving about 2500.i unscrewed the adjusters on top if carbs to the point they were nearly off.that slowed her down, but when you open the throttle it sticks a bit then there's a click from carbs. As they open. Something isn't right, it's as if the screwed rods in carbs are  quarter of an inch too short ( which they are not!) couldn't possibly get a lock nut on that's for sure. Throttle opening arms are keyed onto shaft so can't rotate them down a bit to help matters.
Any ideas?

 Those adjusters on top are used to set the throttle slides when you do a carb synch and are important to all be set correctly with a tool for a good idle. The can be set pretty close on the bench with a paperclip or small drill bit end.
  The idle is controlled by a large knurled screw head under the carb bank that raises and lowers all four carb top arms at one time. All has to be set up so the idle knob and synch adjusters work in good harmony. Air leaks can cause a high idle also as well as binding cables,sticky slides etc..
  What year is the bike as first year 69/70 are different then later.
