First pic looks like it has a steering system, but the front wheels look like they came off a floor jack.

Is this some type of Alpine Slide climbing car?

I'm thinking it's a snow machine? The two hand-levers operated "drags" for lack of a better term; notice the bent rod thing on the left side? I'm guessing that pulling the left lever pushed it down into the snow, streering to the left. It looks like there may be a similar rod on the right.

Where I live is considered "High Desert", and we do get snow from time to time. ;) Back when I lived at the coast, guys would take an old car hood, flip it upside down, and tow it behind a car or 4x4 in the sand; '50's cars tended to have a nicely rounded nose, which worked well. The considerable friction from the sand caused noticeable heat, as felt in the back-side of the rider, and the life of the hood was somewhat short. ::)

Looks like a rope pulley system steers that thing and the metal “hook” thing might be a stabilizer.  I’d worry most about those rusty metal edges on the bucket.
