What do you all think of my cb650 build. It has a  400 sport gear box with 650 crank and cam and 750 cylinders and pistons and carbs

Do you have to remove the engine to install the rocker assembly and covers ?
Just lay some 15mm closed cell foam on that seat base.

Yes everything is very tight will the cam I've  got mm space for the cam chain. The engine was totally removed and had to split the 400 bottom end for the 650 crank it's all very tight

errrrr,  as far as i can tell the only question the OP asked was ' what do you think  of my CB650 build ? '

and incidentally, nice bike and i reckon stick with the custom seat, there are more than enough stock looking bikes around here
i blame Terry

You have already stated you know more than we do, so how could we possibly offer any advice? (Other than proper forum manners.)

I managed to turn the bike over direct to the starter and was very low on compression I know the valves are ok do you think this is down to the wrong jugs or maybe something else

It's had to say what is going on with so little information. This should be taking place on the projects board thread Scott S started for you:
