I thought the problem was on #1, not #4? While you're at it, compare the #1 needle and emulsion tube to the #4 parts. If the plugs look OK for 2&3, don't bother with them.

The 'jet needle set' part#16012-323-004 as seen on the parts description online come with the actual 'needle' and the round 'nozzle/needle jet' as a matched set, and they need to match;there is a precise fit designed to be compatible for proper fuel atomization.The emulsion tube tightens-down onto the brass 'needle jet/nozzle' and there is a special fit that seals between the emulsion tube and needle jet.I hope you have a match(OEM Keihin) with those brass parts the same in all carbs.The 'nozzles/needle jets' get seated into the carb bodies and can be a pain to remove without deforming the brass nozzle;I use a similar size brass drift rod and very carefully tap with a tiny hammer from the inside of the nozzle until the needle jets fall out.The might take 20 small taps to get them out without deforming the shape of the nozzles.

I hope your points haven't picked-up any grease/dirt into the contacts:you can see if they're arcing(new condensors already?)when the bike is in a shady area,that may be causing your symptoms also..

Thanks Scottly and grcamna2 - I've never had trouble removing the emulsion tubes and the ones on the bike all look unmolested (no dings, visual out of round, etc.  A few of the spares look like like someone screwed in a screw to the bottom (where the main jet seats) to be able to pull them.  Ham-fistedness...).  Assuming the emulsion tubes are Keihin and as the main jets and needles are all Keihin, I don't think there would be an issue with the compatibility/fit of said parts.  I'm sure points are good - just reset gap, timing, etc., but will degrease surfaces just to be sure.   It was #1 that was colder, but I just started on #4 to check to see if the needles were Keihin or aftermarket. 

I have new jets coming and new carb sync gauges, so I hope to try a sync and if that doesn't help maybe the jets + sync will.

In the meantime, I have a basement to dry out.  We had a hail storm last night (Twin Cities, MN) with 3/4" hailstones and the occasional 1 to 1-1/4" stones.  Gutters clogged from all the debris being knocked down and rain sheeted down the side of the house into 2 window wells that filled up.  At 2:00 am woke up from the noise and went downstairs to check - from inside, the windows in the window wells looked like half full aquariums.  The seals did their damndest, but the water seeped in and ran down the interior wall behind the sheetrock.  I unclogged the gutter (that was fun), pulled the carpet before it got saturated and pulled the wet carpet pad out.  Oh yeah, all that was with a flashlight b/c power was out.  :). So, priority is to re-pad and re-stretch carpet when floor is dry.    However, first world problems -  I have a house, a great family, and there's food on the table.  I count my blessings when so many are hurting right now...

When you get back to the bike, your problems sound like they are related specifically to the #1 carb.
Any hail damage to cars or the roof of the house? We had a nasty hail storm here once, and my buddy's wife's Ford mini-van looked like someone had taken a ball peen hammer to every square inch of sheet metal. :o He had started to run out to drive it into the garage, but after getting hit on the head a couple of times, he turned and ran back into the safety of the garage. ;D His '85 Suburban was unscathed. ???
