CB500 Not Shifting above 3rd.

I've got the engine out, and rebuilding the top end. Starting reassembly, and noticed that the gear shifter is not shifting above 3rd.
Is this normal (maybe clutch cable needs to be attached), or do I have a problem?
Video shows shifting behavior.

"Bruce" - CB500K2 + 197? 550 forks + Honda tank(maybe)

You need to rotate both gearbox shafts to select hogher gears
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!

Thanks! I thought it was probably something like that.
First project, and I only got it up to 3rd in the parking lot when it was a runner.
