Starting a rebuild and need help, please

Hi.  Starting a rebuild of the 1975 CB400F I've had for 26 years, and has been in mothballs for the last 24.  I am not the original owner, so I am finding some things as I begin to dig in.  I have started stripping things down and cleaning.  Removing the left side cover I found what is in the pic and need help identifying the electrical component in the center that is dangling by some old, red tape.  Also, shouldn't the green lead that is hanging in the air to the right be attached to a post on that component?  The lead comes out of the same bundle as the other two wires that are connected to the component.

Are the original carriers still available for the component?  Can anyone recommend a source for one?

Thanks for your help and time.  I appreciate the info here and I'm sure I'll have some more questions as I progress.

Welcome Shep. I believe that is the turn signal flasher? The green wire is a spare ground wire, used with some flashers.

That is the US model flasher can, other markets have a 3 wire can that needs the green, ground, wire.
Havent seen anybody selling those rubber mounts but zip ties work
