Air box restrictions.

While chasing down a performance issue with a 76 750f ,I came across this mouse ate air filter. Would this amount of restriction cause a mid range (5k) rpm flutter?

No.
There's a number of things that can cause irregular "pulse" at 5K RPM in that engine.
One is in the carbs (if rebuilt using Keyster parts) and another is in the ignition.
What kind of ignition does the bike have?

Thanks Hondaman.. The carbs and ignition are stock. I will dig deeper and pull the carbs. I have already reset point gap and timing.

Whether that filter caused your flutter or not, its shot if mice peed all over it.
If it works good, it looks good...

 I despise mice. While trying to salvage a mouse eaten seat's pan once I believe I caught Bubonic plague. (not really but it was extremely gross)  I ended up tossing the pan anyway. Clean the air cleaner box well.

Don.... another racing story. My best friend vintage races a Ginetta G4. We went to Mosport for the first race in the Spring. Car is powered by a 1.3 litre FORD 109E based engine, on a pair of side draft 45DCOE Weber’s carbs. Richard had built an intricate air box, using a pair of K&N air filters and a long snorkel intake to the nose of the engine bay. He warms the car up, and sets off for the first practice session...... First lap, throttle sticks wide open coming off the back straight.

Airbox was a complete “mouse house”. Mom and Dad we’re gone, but a LARGE litter of newborns were sucked down the velocity stacks. Jammed the butterflies wide open. Disgusting mess. Now we always check, before firing up!

One of my friends here in CO went out to change the oil on his motor home a few years ago. It's a class C like mine: when he pulled off the engine cowl inside the van to inspect the carb while the oil was draining, a large family of mice scattered! The wiring was all chewed up, too, bummer. :(

They are little buggers. One year I found the seat of my K8 missing 1/2 the foam. They pulled it out, but not a trace anywhere. Later, my old F350 Ford started to really stink. Found it all packed in under the air cleaner, around the carb. Huge nest!
