Exhaust manifold mount collar

Had to buy 4 of these to install my new 4 into 2 exhaust, what came w/the Low Boy exhaust would not work. I am going to paint them Black to match the engine.  My question is, what is the best way to clean them to paint, soak them in something, wire brush... ?  Thanks in advance.

Wire brush/wheel first to get all the gunk and loose stuff off. Then evaporust (as said above) or vinegar.

Yea for less then two bucks I would do the toilet cleaner also after getting off as much as I could manually.
