Float adjustment help! 350F

Ok looking for a little help! When adjusting the float height 21mm from the book does that mean with the needle spring compressed? Or just coming into contact with the spring loaded tip on the back of the needle?

I have all new needle and seats and I have one that is kicking my A** it just drips a little from the overflow on the bottom of the bowl. Any tricks or am I just trying to be a little to picky and I just need to bend the tab more then I think.

Must be the junk needle and seat I have, I ordered brand new OEM Honda. The ones I have are from 4into1 and had good reviews. I see a lot of people complain about anything other then OEM so I will try that!
