Interesting variance. Both these exhaust clamp/ collars are original Honda parts. Both have the same part number.
The one on the right is NOS from dealer inventory that is probably +50 years old. The one on the left is more recent (no idea how old, but the plastic bag is definitely newer style). I’ve had three of them forever. Notice the newer one is ground smooth around the bolt area and the older one is not! New and improved? I guess I’ll hide it on an inner pipe.

I checked out the exhaust collar/flange I have, it has the old label and is smooth like you got recently.
Stu…. That’s interesting. I wonder when they got the extra grinding/polishing? The fellow at the dealership figured the one with the paper label may have been in their parts room for more than 45 years! I do have my originals and will check to see what they look like. They are in a bath of rust remover and if they polish up well, I will use them.
I got mine from a friend here that has a ton on NOS parts he bought from dealers 25 years ago. He has sold much on ebay in the past and to CMSL and DavidSilver, this was the only one that he had.
I would suspect that the rough cast one may have been a sandcast period part.
