Even a limited supply of water might have controlled it early on.
I knew a guy that owned a sprinkler company. His own house burned, it had no sprinklers due to lack of water supply, his next house on that site had a dry/wet sprinkler system fed by a natural gas generator driven pump plumbed to his swimming pool.
We had just finished a 110 unit retirement home and he took the entire crew to fix/replace his house, he hired plumbers and didn't need me and afterwards stayed in the plumbing business too.
