Should I buy this?

The guy said he would like to get what he paid for it - 1400. He bought it 4 years ago from Phil and put 10 miles on it since then, just sitting in his barn.

I was thinking about offering $1,000

I'm not in need of a small bike but I would like a small bike, the mini trails are pulling big money that I wont spend.

what do you think?

this model has low and high gear, front and rear brake at the lever, automatic transmission, i think 4 low and 4 high, needs to tires, looks to be missing a side cover, looks to be damaged on the right side based on the battery area and the broken fins on the motor.

Like I said, not in a  rush to get a small bike but if this is a good deal then ill grab it, the 2021 models are almost 4k.

It looks mostly there, does it run well?
Check fuel tank for rust.
I'm no expert on CT90's but if you can get the missing parts it might be worth it. Offer your $1000, all he can do is say no.
Just my inexperienced opinion.

I decided not to buy and it ended up selling for 1400. Went to a good owner, im not sad.

Lol,  ;D My father bought one of those when I was a young teen,I rode it around a Lot and it Does look like a 'girl's bike'.  :D  I never used 'low range' which topped-out at about 30 mph,I imagine the bike could climb some very steep inclines and with that step-through frame you could put your feet down any time you wanted.The hunters use them to drag a deer out after getting one.They are very popular in Australia as the postal workers use them to deliver mail:they call them 'Postie Bikes'.

I follow some Japanese guy on Instagram (he has a cb750 too!) that rides his CT90 all over some pretty serious terrain.  I would not mind having that pretty little beer fetcher in my stable but I don't know how much I would really want to ride it.  I do know 4 CT's, 4 good bro's, a large backyard and the aforementioned and well-fetched beer... gonna make for some very good times!
