To shut off or at least minimize oil from the oiler, do you turn the central screw in or out?

Now that I'm using an x-ring chain, no oil is necessary. I took off the sprocket and hammered a short length of brass rod into the oil hole. That stopped the oiler completely. Prior to the brass rod I used a wood dowel. Not as effective as the brass but works pretty well.

There are stubby little spark plugs (chain saw? weed wacker?) with the correct thread and crush washer to seal that off as well, and they fit behind the sprocket cover. If you've got one lying around give it a try.

I still have stock oiler screw, off and no extra oiling splashing and dripping on floor when parked.
