Is the front brake pivot inside arm oriented between the swingarm and the back of the case like so?

Here's what things look like now.
Flange seems to be right, rear nut almost bottomed out, pedal touches the exhaust and pads just scraping the drum and not really braking the wheel. If I put the pedal in the next notch then the flange will hit the engine case with only about 1 cm travel.

Could it be that the rod is too long and maybe from a later model?

The arm for the cam where your adjustment nut. The cam for the brake backing plate has a dot on it. The arm that attaches to that splined shaft also has an alignment mark. If it were assembled wrong it could be that you have to have it excessively adjusted...
Photograph that arm and the brake backing plate so we can see these marks before you pull your rear wheel to investigate further..
Yes! Sorry I didn't consider this earlier. I thought because of its flat spot that it could only sit one way. But it can be set 1 spline off in each direction. The dots actually lined up. Turning the arm one spline clockwise did the trick!
