I went through blue checking one set of bearing shells at a time with the opposite end of the cam supported by a lower shell to keep it straight. I used a new bearing set for the check.
I found two shell sets pinching at the split on the exhaust cam which was also accompanied by the cam tightening up when assembled. I looked carefully at the area where the split is and found that if I lightly relieved the corners the pinch went away. Now that I know this I can easily tell because those shells needed a little extra push to get them to seat in the saddles.
The intake cam had one such pinched bearing.
How did this condition develop? Hard to say. The obvious thing is that the caps may not be original to the head but I don't think so, they match up nicely. One possible answer might be a difference between cam bearing shells available now vs what was available when it was built.
The cams turn freely now when all bearings are installed.
Now I need to get a new set of cams and bearings to continue.

Sounds like your making progress. But before you put the valves back in check with plstigage to see if you have a consistent reading across the surface of the cam journal. Try not to touch the surfaces of the new bearings when installing Use gloves.

One more thing I just thought of. make Sure the locating pins are not to long and you have space above the pins. They should be ok but doesn't hurt to check.

Here’s a more thorough recap.
Went through all the bearing locations one at a time with the other end supported by a lower half shell. I learned that three locations were pinching the split. Two on intake, one on exhaust. I lightly eased the very edges of the split on the caps and head, just like removing an edge burr. This fixed the problem, cams move easily now when fully assembled. 
this begs the question, why now?
I did not save the old bearing shells so I can’t compare them but the only thing that changed was the bearing shells. I’m going to have to settle on a minor difference in the newer bearing parts and perhaps an unfortunate stack up of manufacturing tolerances, it’s all I can think of. It took so little to fix it just boggles the mind. The bearings are from Z1 enterprises and I think I was just unlucky and inexperienced with the Z1.
the other option is that the caps are not original to the head. This would be tempting to latch on to but the motor ran well when I straightened out the carbs.
I chalk this up to a bad rookie mistake. I never thought to check the sides of the fit, just the vertical clearance with plastigauge. Also, I now know that if the shell doesn’t settle in to the saddle easily there is a problem. If it wants to snap in it’s likely going to pinch at the split. So the real test is to put the bearings and cams in with no valves installed, if it is difficult to turn, there is a problem.
Looking for a set of cams, stock if possible, or at least close to stock. I don’t want a hot rod engine.

Cams are easy to get on eBay. I wouldn't worry if they a hollow or not as the early Z1 bikes were. Any cam from 73-76 will work. If possible have them give you the lobe and journal measurements. I never had a bad cam as far as being worn except for one 74 I bought where he spit out a shim and they tried to re-grind the cam. If you cant come up with anything I do have several sets.

I put the engine lower back in the frame, ordering some gaskets and working on getting cams.

I just got a tip from the KZ Rider forum. He said he always runs a 12mm drill down the stud holes in the cylinder block to clear any potential casting flash. I'm going to check this out just to be sure. The rear outside two are oil passages.

There's a camshaft place called Delta which I would not recommend,I hope that's not the one you contacted.

I'm a member of the Honda twins forums and they had sent work to them for CB350 twins.
There are a number of jobs that were contracted where Delta(they had a change of ownership a couple years ago)hard-welded rocker arms and camshafts and they didn't match the finished spec when compared to the OEM parts.I have heard from some folks on these issues that Delta isn't really dependable. Steve,I'm just saying what I heard.
They may do a good job on polishing your cams though,just not certain.

I know of a man who can steer you right on this on that forum who actually lists his phone number at the bottom/signature of each post.His name is Jim O'Brian and if you like I can send you a PM with his contact #.
