What country are you in? Perhaps contact a Vintage Car Club and see if they know the correct procedure to follow. Their members , no doubt, import cars all the time and will know what's required. Some countries have a separate stamped tag rivetted which usually has no direct relationship to the factory stamp; clearly Italy stamped the frame directly. In my country (NZ), the compliancing authority had to inspect my bike and gave me a document stating the number had not been tampered with. Now the vehicle has to be confirmed correct by the Vintage Car Club. Painful.
