Based on what I see here, I’m leaning towards head gasket. But I’m interested to hear other more experienced thoughts.

Yes the pucks are the usual cause of oil in the fins.
If its the pucks for sure then the cam and cam towers would need to come out but the head can stay on. Fun part is the engine has to be out also unless you have a frame kit.
There are areas inside the fins that let oil flow down to the cylinder top.

Do a compression test if you suspect a head gasket. But, if it checks good, I don't think it does much to keep in the oil. Pucks, o rings, seals, etc. contain the oil, AFAIK. Of course, to change some of those the head must come off.Cheers,
