Topic: 1978 PD46c Carbs... the Step child of the 550 Carbs

This week I have begun attempting to clean these grimy carbs. The spring in the middle, where can I get a replacement? It looks like its toast.

It just looks mis-installed by a turn? it is a gentle spring, but if wound an extra turn it looks much like that one. Maybe pull it off of its perches and see if the shape recovers to a coil. Its purpose is to try to close the choke plates' shaft, and the 'unset' choke position of the cable pushes the choke shaft open.

have you got the complete stock airbox system?or has it had pods fitted?

Bike came with the carbs in pieces in a box (not the best of signs lol). No air filter parts besides the plastic piece that sits between the carbs and the air filter assembly. I was thinking about running pods once i get the bike running only because those filter parts look like they are pretty difficult/expensive  to find.

if you can get the rest of the factory filter system it WILL run a lot better,with pods you have to trial and error the jetting,and even after that it still wont be as good as stock,pods are easy to fit and look the cafe racer part and thats about it.

If you can't find the rest of the factory airbox stuff, maye try this: get a single pod, make a short piece of pipe (PVC, aluminum, whatever) to mount inside that carb plenum and into the air filter, and then block off the lower 1/2 to 3/4 of the pod, letting it 'breathe' from under the seat. This will actually work, and will run quite well.
