The pilot light is on as soon as you put the high or low beam on. However I also found out that you can switch it on by turning the key on the second II (highest) dot (Parking) on the main switch.  No pic of my main switch because you can also see the key number of my bike on it  , but I made some pics of the owners manual that came with the bike.

Bike looks A1. I have sets candy ruby red (expensive), candy jade green (original paint) and candy gold (very expensive). Favourite is the candy gold. It’s strange as the colour would look hopeless on a car IMHO.
Honda of course had hoops to jump through to obey the different regs in different countries. UK early models had,  off-H-P-L switch to start with. But it was not great as you could select P when going from L to H which left you in near total darkness! So they changed to P-L-H with a separate on/off switch on the left bars. As I say we could drive at night on just the P position, certainly in areas with street lighting. But same as yours comes on in the P position on the ignition switch.

The original RightHand switch in Australia was also P-L-W. I only realized this after I bought a new RH switch from 4into1.com which is an USA style reproduction switch (.LH), and also tried to install the LeftHand smaller light switch from CMSNL.com at the same time... couldn't do that..  . Luckily I didn't need that smaller L/H beam switch anymore because its wires officially run outside of the handlebar. So unintentionally I changed my Australian CB500 switches to the better looking USA style
