Would you use these rocker arms?

These rocker arms doesnt contain any of the "usual" wear but rather scratches, they look like they are handmade since they are from coming every direction. my question is simply can i use these? see the attached picture.

edit: i forgot to mention it was for a cb500

Probabluy, depends on what bike
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!

the reason i was worrying is that i have __heard__ that they are hardchromed and not sure if this is the case? (its for a cb500)

The tappet faces have a surface hardening, possibly hard chrome.  There are other methods.  If it is worn through it is not recommended for use...  Unless you're in the apocalypse.  Then it is use what you got.

The picture of the one at the top looks ok.  The bad lighting makes the lower one indeterminate.

If its 500 fine to use but check alloy cover for wear in shaft holes

 In any case I always use some cam break in lube or at least engine assembly lube on the cam and lifters.

looking at the irregular pattern of the scratches, my guess would be that they were stored in such a way that some surface rust developed, which someone removed with a bit if sandpaper. do you know any of the history of these, is that a possibility?

the scratches are so minor that as long as the hardened surface is intact, they're good to use. the top one looks ok. on the bottom one at about 11 on the clock, there's an area where it's hard to see if that's shadow/glare, or worn-through surfacing.

good point from bryanj: check for rocker shaft wear.
